medically, at 14 women are at their most fertile, by mentally... I'd say it depends on the society and culture. If their extended families are going to support them, then any age that a woman can have children is okay. In western societies, extended famiies don't really help. The ideal "nuclear family" kicks out our grandmas help, and too many people live in cities isolated from their relatives. The ideal "nuclear family" is a western idea gone wrong.
