Are you talking raw population or population density (as a function of available land)? Is 'all over the world' meant to include expats?

If it was density it would most probably be Bangladesh, with a similar population to Japan of around 120 million, but in an area half the size of the island of Ireland, or about a fifth of the size of Japan, once a year the massive delta the country is situated on floods, immersing half of this already tiny land mass, thus doubling the population density as the natives take refuge on higher ground.
^^^That's just off the top of my head from memory, I may have stated some minor details innaccurate, but not as far as I know the general thrust of my point.
