On September 28, 2006, the responsibility for the security of the Iraq Province of Dhi Qar was turned over from Coalition Forces to the Iraqi Army.

This is the second Iraqi province in which security matters have been turned over to the Iraqi Army.

Is this another good sign that the coalition led by the U.S.A. and the U.K. is winning the war in Iraq?
