Both parties use fear tactics. It might not be fear of terrorism, but fear is definitely used by both. Of course having said that, I have seen democrats use the reverse. That terrorists are more likely to strike if we don't get the republicans out of office and get out the middle east. That may be true, but it's still a fear tactic.

Promoting the external threat is how dictators keep the support of the people. I'm not at all surprised by this.
