A license does not mean they will get and keep insurance, now, does it ?
A lot of them are driving anyway without a license. If they are caught, they are given a ticket to pay a fine or ordered to show up in court, which they fail to do.

Um....skylab.....a licens is NOT an obligation. Maybe you should look up the word before trying to use it.
A drivers license is one perk of being a responsbile citizen. It's not something just anyone should have.

Nobody that is in this country ILLEGALLY should be able to get a LEGAL license until they go through the steps it takes to become a legal citizen.
Driving is NOT an obligation....it is a privilege.
