I have a few cousins who should only be allowed into a kitchen to pick up forks, for the safety and betterment of Mankind.
I think it's like any other ability; athletic, mathematic, musical, etc. because even though those things can be learned, some people have more natural ability than others. If you grow up in a family where those things are stressed (including cooking), you'll probably have more of an interest in them than other people and become good at them. If it wasn't part of your life growing up, you'll have to go it alone generating interest and ability as an adult. As far as opening up a cookbook goes, you have to be inspired to do that. If you don't care about food very much, you're probably content with sandwiches, cereal, and cans of soup.

Tp paraphrase this choice: Anybody can cook, not everybody can BE a cook. If you do EXACTLY what the cookbook says, you will wind up with something good to eat. You have to want to pick up the cookbook. You have to want to select an item. You have to want to cook it. People who enjoy cooking will cook. It's mislabeling for someone to say "I can't cook"; they should say "I don't cook." Not everybody enjoys cooking. That's why there are other things to do.
