Fiddle - Did they turn down signing it? Or were they not a part of the discussions.
All members of the United Nations have the opportunity to sign this treaty. It is applicable to all whether or not they sign it as it is an international law and violation is an international war crime. It applies to both public (government) and private individuals.
Basically, they turned down signing it. I would be interested why Japan - who committed genocide in China has refused to sign it.
