What choice did Bush have after 9/11?
I do think his military advisers told him that America can't hold that country so they looked for a "winnable" war (unfortunately for them they picked Iraq).

BTW Genghis Khan, Britain and Russia wouldn't hold Afghanistan. NATO will have to cut it's losses sometime in the future too.
