I'd assume that jay walking laws are already in place? If so, how about enforcing them?
Unless of course the people with the ipods and cell phones are literally running cross walk lights... If you're that stupid, you probably deserve a ticket at least.

There's a government I know that had planned to fine drivers for using cellphones for driving, that's about safety too.
This has nothing to diwth intrudiing with safety, it's stupid i-pods, so who cares?
