My Chinese colleagues tell me yes. They give extra points to ethnic minorities on college applications.
Also, they have affirmative action programs to, of all ppl, Tibetans. I remember reading about the Chinese general stationed in Tibet right after college (he volunteered, and it was the height of the CR revolution), and now, he's disillusioned by the backward society, being away from family, etc. He wants to get back to the mainland,but hte problem is, affirmative action programs to Tibeatens may block his chance.

That seems unlike them. They're usually more practical than this. Well good, maybe their affirmative action programs will hold them back as ours have so they lose one advantage they have over us.
