Hmmm... Norway or Switzerland... tricky... I'll go for – Switzerland.

Probably Morocco...?
* Croatia applied for membership in 2003. The EU is currently reviewing whether or not to accept their application. * FYRO Macedonia applied for membership on March 22, 2004. The EU is currently reviewing whether or not to accept their application. * Turkey formally applied for membership on April 14, 1987. The EU is currently reviewing whether or not to accept their application. * Switzerland submitted a formal application for membership on the 20th of May 1992. A Swiss referendum later that year rejected joining, however, its application remains open. * Norway has applied for membership a few times. It applied for membership in the 60's, but withdrew its application after Charles de Gaulle vetoed membership for the UK. It applied again in the 70's, however, a Norwegian referendum in 1972 rejected EU membership. It applied again in the 1990's, and a new referendum was put forward to the Norwegian people, and for a second time they voted against joining the EU. * Morocco submitted an application to join the EU in July 1987. Its application was outright rejected by the EU on the grounds that the EU did not consider Morocco to be 'European'. * Iceland has never applied for membership. It seriously considers the prospect, however, it is mostly put of by the EU's common fisheries policies, as Iceland is very protectionist of its own fishing industries (Norway's hesitation is based on this as well).
