Maybe he's considering buying them a new sputnik? With modern sputniks, the pigeons can enter through the top and released through the hinged front. If he's clever he'll get one where the landing board flips down for landing, but also covers openings at night so no predator can enter. I bet that's what he's thinking about... everyone needs a hobby, a chance to wind down from a hard day's dictatoring.
