I guess they were family - but they allowed him to live with them without registering as a sex offender.

It depend if it friend or family member of Mr./Ms. Pervert Friend? No!, No!, Triple time NO!
If family member have given this sicko man or woman the boot? Maybe so, under certain circumstance, not one you give though. maybe they were victim and need to be shown compassion. But, I do NOT leave my child (or anybody else child for this matter) with them, NEVER. I ask them if they go to psychaiatrist to deal with emotional trauma they must have endured all those years.
