In the literal sense it's not necessarily such a bad thing.. Metaphorically though it seems to have some negative connotations.. A new better designed sweeper sweeps cleaner, empty the dirt bags and use fresh crud collectors..

Congress approval rating went way down after she became Speaker of the House in 2006. And the economy started really tanking too. Of course, I do NOT blame it all on her. But she knew better.
