Hell is defined as "the absence of God". Therefore simply, if a person chooses to live their life now without God, then God will also be absent in their afterlife. It's not about punishment or penance, it's about preference.

Nonexistent--a dismal fairy tale invented by ancient Persian priests and elaborated upon by Jewish rabbis and Christian priests and Muslim imams and ayatollahs over long centuries. It is, however, very useful to slap the straying faithful back in line as an "ad terrorem" argument--sort of the theological equivalent of Freddy Kreuger or that nasty female ghost from "The Grudge."
