Otto Von Bismarck 'founder of the German empire' was the most strategic when it came to manipulating alliances. He would jump from one alliance to the next and manipulated every other country to his advantage. He is described as being a puppet-master as he pulled the strings and seemed to have manipulated all the other leaders of Europe. Strategically he was brilliant- a diplomatic genius!!! Napoleon (the First) comes in 2nd for being a military genius.
MrTroche you are right Napoleon made too many enemies- Bismarck chose to take his enemies on one-by-one.
Bush does not compare to the leadership of Napoleon (of France) or Bismarck (of Germany). He doesn't have their genius.
Not many do.
