I can see where the problems might crop up in this, leaving anyone subject to prosecution for any "perceived" crime, which could be nothing more than a difference of political view.
It would only have jurisdiction over US courts if we let them. It has no way to enforce its laws on US soil.

Ultimately, there has to be a court that has the power to bring all to book for crimes against humanity, regardless of the country.
We as a human race, need to say to the tyrants of the world, you commit genocide, or commit war crimes, you will be brought to book.
Only a few countries of significance have refused to sign up to this, which leads me to ask, why would they not?
