Well, if that were the case, we all know who in the WhiteHouse would have a BIG fat Zero in that department...I don't believe so, it is like with anything else, the perception, numbers and results would be subjective for each evaluator and subject, who is being evaluated. Especially when you will have to consider, culture, race, gender, age stratification, religion/political affiliation, life experiences, environment, socio-economic background/status, and/or educational background.
That depends upon to what degree, and the measure of accuracy you desire in quantifying a personality. If we take as a given the fact that no one's personality can ever be recorded with total accuracy, if for no other reason than our personality is constantly being reshaped by experiences we have little or no control over, we'll see that rigorous psychological testing is more often than not pretty darned accurate. The key word here is rigorous. I recently did some comprehensive psychological testing, and we determined, among other things, that my "personality type" is INFP: Introvert, Intuitive, Feeling, Perceiving, (the opposite of which would be Extrovert, Sensing, Thinking, and Judging). After a bit of reading, I've found that to be extremely accurate. Now, that was a result as I say of comprehensive and lengthy testing - unlike when I was applying for a job at an electronics store a few years ago and in the middle of filling out the computerized in-store application, the computer starting asking me strange and stupid questions like: "When you get angry, do you throw things?", or: "Do you like people?" After a few minutes of that, I just started laughing and walked out, reasoning that I didn't want to work any place that was essentially using a robot to sort people out.

Sometimes. If someone says their number is 1-900-666-1369, it's indicative of um, certain behaviours.
Maybe in a few thousand years. Personality tests aren't complete but that's no reason not to use what we have. Just don't be dogmatic about it.
