Myanmar, has been ruled by military junta for years, but I don't know who is in charge, since they keep quiet and work under the radar of international media.

Nursultan Nazarbayev of Turkmenistan should be on that list. Not only does he spend massive amounts of tax money on monuments to himself, he practically invented his own religion and forces Turkmenis to read his "holy book".
