The explanation you seek is obvious. Back in the 60's the Democratic Party was dominant and the Republican Party was marginal. At that time there were many conservative (i.e., racist) Democrats, especially in the South. It was after the Civil Rights Act that the majority of the white racist conservatives started to abandon the Democratic Party for the Republican Party, because a Democratic President and the Democratic leadership had supported civil rights. Hence, the Republican Party truly becoming the party of racism. The Democratic Party kept the liberals and the Republican Party got the conservative racists. Republicans love to twist those facts to make themselves look liberal on race issues, when, in fact, the Republican Party is racist to the core.
And why is Byrd still a Democrat? Why didn't he become a Republican? Because he abandoned his racist attitudes. If he hadn't, I'm sure he would have become a Republican.
