Depends. Do they have any other purpose? Are they being given away, or sold?
Not sure, but they get this in the deal: 1. The bill stifles legitimate lawsuits against refinery projects and will in some cases override state or local objections if a refinery is located on federal land. 2. A community or citizens group will have to pay an oil company's legal costs whether they won or lost a lawsuit challenging a refinery. DEMOCRACY AT WORK. 3. It limits the number of gasoline blends that refiners have to produce to six. This will impair the ability of states and cities to meet federal air quality requirements. (uhm isn't this odd?) 4. It includes not just old military bases but other federal lands as well.
We need more refineries, and if you want to avod 6 bucks a gallon gas, you're going to have to sacrifice a snail darter or Tennessee bull-nosed snail now and again to achieve it. I know, it's a huge sacrifice, but so is 4 bucks a gallon for gas. You choose...
Even if you financially help those poor oil companies? The ones that are only making billions and billions in profits?

Of course it is great. How else should a cash-strapped government transfer land to an industry making record profits every quarter. We do need more refinaries, but then again, we also need more schools, courts, jails, etc.
Terrible idea. They should have SOLD the land to the highest bidder and used the revenue to reduce our taxes.
Huge give-aways to the already cash-rich oil industry ... who could question the wisdom of that?
