CI: These troops were at a stateside base. The speech was televised. He wasn't really speaking to the troops, he was speaking to America, since the speech was widely covered. There's morale ... and then there's delusion and/or lying.
PS: The troops were props, not a real audience.
When he's talking about the Iraq war he's talking to the troops and their families regardless of where he's speaking.
Hey I'm not for this war but let's get real here. What the Bush admin says and believes are not nessessarily the same thing.
Sure, until the next president comes into office. The troops that were at the speech most likely had strict orders to not boo the presidents comment. I bet they had a "clap now" light lit up every 30 seconds in the studio.
The next President that comes into office won't say anything but encouragement either.
It depends on how you define "complete victory." To me, it would mean a reasonably stable government that's not totally corrupt, a marginally functioning democracy, the infrastructure steadily improving, the oil industry coming back (to fund the rebuilding of the infrastructure) and the various ethnic groups not having a civil war, and the army getting the insurgents, the foreign fighters, and the border under control. From that point on, it's up to them.
I certainly hope that the Bush Administration is successful in that assertion. I don't see how failure helps us, the Democrats, the world, Europe. However you look at it success would be better than failure.

Bush was probably trying to quote General 'unconditional surrender' Grant, but he's not even in the same leage with Grant. Who's he trying to fool? It's not going to happen any more than it did in Vietnam.
