Strange Question - If somone who is white kills a person who is black... that doesn't mean it has to be a hate crime (ie racist as you imply).

Maybe one man had pissed off another man - so one man decided to kill that other man - Regardless of colour, maybe (if the murderer was white) it had nothing to do with the fact that his victim was black.
