political : WHY DOESN'T US BUDGET INCLUDE WAR COSTS?

The US budget is in and it is at a whopping record deficit. However, the budget and all of Bush's projections do not include funds for the Afghan or Iraqi wars, minimally estimated at $120 *BILLION* next year.

If we have projections for war costs, why would they not be included in the budget?
