There is such a thing as being such a wet blanket that you simply accept defeat.
That's why he's so, well, spineless.
Maybe they're angry at the way he way he was able to lie so brazenly about the 45 minutes and wmd's and give 'credibilty' to helping the U.S. launch a war on a country which had no wmd's and was not at war with anyone and in the process annihilate thousands of civilians who did not choose to be wiped out for the right to vote, democracy, or any other reason than you would yourselves.
