Maine, with a whopping 96.5% of non-Hispanic whites. Followed closely behind by Vermont and West Virginia, which both have less than 5% of non-whites.
Whitest, as in snowy? Surely that would be any of the northern states, then.

If you're talking about states with significant populations. I would say the ohio river valley states and parts of the mid atlantic states(ohio, kentucky, indiana and pennsylvania) which are all over 85 to 90% white and less than 2% hispanic with a combined population of 37 million and a fairly high birth rate except for pennsylvania.

if you look at thematic maps from 1990 to 2000 the only places where the white populations is growing and the black population is declining is kentucky, ohio and indiana. Louisville, Indianapolis and Columbus, OH are getting good growth without the blacks following.
I live in Illinois and alot of the hispanics in chicago have a lot of european mixture particular polish and have a gothic appearance than the ones in Arizona where I used to live.
Maine. The far northeast US has a reputation for its whiteness.

Answer... Vermont. Out of 1200 kids in the school, from 7-8 sending schools, we only have about 12, give or take, kids of minority
