It depends, if the person actual prevents a handicapped person from parking, then he should be rewarded. But otherwise its just annoying, so DEATH.

The government shouldn't force those parking spots on us anyway. They always put way too many and they end up unused. Plus a lot of people who can walk just fine but have other handicaps use them. Let businesses decide if they want to make special parking for handicap people, just like they did for expectant mothers. Why is there handicap parking in front of dance studios!?

Nothing! 99 percent of all handicup parking space go UNUSED everyday.
There are way more than are needed. The laws overcompensate for them.
People who are NOT handicapped use them more than handicapped people do.
And most of the handicapped people who use them DON'T have a PHYSICAL handicap.
