Urinating off Empire State Building is the no-brainer answer IMHO. The most you'd get is a public indecency charge, as opposed to potential death, injury, or drug charges with the other options.

Yeah, and it would be hilarious to have everyone come up to you and say "Hey, you're that guy who uriinated off the top of the Empire State Building!" LOL
Smoke weed! The most you would get would be a small fine. I think its only 50 or 60 dollars here.
