Yes, that's not a bad idea.
It wouldn't be the first time a nation was established/assembled under a religious theme of some sort.
Back in the late 1700's,
the island of Trinidad,West Indies,
had a big immigration thrust,
very welcoming particularly to those of Roman Catholic faith.

Catholics were the first religious group in the country when the Roman Catholic Church was officially established in 1593. When the Cedula of Population was issued in 1783, settlers came to the island from European countries such as England, France, and Germany.
The Cedula invited "everyone of all conditions and trades to take lands of up to 3,000 acres free of charge" and settle in Trinidad.

Just convince some country to execute several million atheists/agnostics and there probably will be one.
Sure, knock yourself out. But I don't see how the atheists are opressed anywhere in the west.
^But, you'll have to come up with the money/support for such a project.
the athiests in the world trade towers were 'oppressed' by men starting a Holy War.. I think that's the BS some of us would like to escape from.. they're not singled out for oppression for who they are but y'all have to admit, living in the World At War is troubling.
