Yes. It's the modern equivalent of calling someone a witch. Don't like a person? Just call him a racist/witch and they are automatically considered guilty. No proof? Well hell, why would we need something as mundane as proof? Just take something they've said or done and twist it beyond recognition and you can make anyone a racist/witch. Hopefully this latest wave of paranoia will likewise simply disappear after a short period of time.
I've found it to be the other way 'round. When a neo-con, who is obviously a racist, but is hiding behind innuendo, distortion, lies, and eupemisms to spread his message of prejudice and hate, is called on it, his conservative buddies will come to his defense, claim that he's not a racist, despite the obvious fact that he is, then accuse the person who was simply pointing out the truth of being a racist.

But like I said, on the basics they are the same, an accusation that holds the 'proof' in the accusation itself. No further evidence is necessary beyond being accused by the 'right' person and once accused no defense will suffice.
If it looks like a duck, walks like a duck and talks like a duck, what is it? People with racist views, are just learning to hide it better. They make strawman ballots, intended to paint a culture in a certain way, knowing fulll well they are to the core deeply prejudiced. When the smarter people pick up on it, they are dismissed.
