Actually, the Japanese have to pay like thousands of dollars to take courses and get a drivers licenses. They are all considered to be professional drivers because of this and hardly get in any bad accidents. Unless a foreigner is involved. Also, in any accident, the blame is always split, even if someone is completely innocent, because they say, If you wouldn't have been there, in the way, the accident wouldn't have happened. That's kinda crappy though.
