political : TREAT FLORIDA LIKE A TROUBLED IRAQI PROVINCE?

They are talking about leaving some of the troubled provinces in Iraq out of the election if stability can not be achieved before January.

The reasoning is that the rest of Iraq that is secure and stable, is enough to have fair elections representing the majority of Iraqi People.

With all the Hurricanes in Florida and the uncertainty that they will be secure and stable before November, should Florida be excluded from America's elections?

The reasoning is the rest of USA is secure and stable enough to have fair elections representing the majority of American People.

Wouldn't that have saved a lot of trouble in 2000 if we had excluded Florida until it was stable enough to have fair elections?
