I'm asking this because where I live currently goes far more with a single person's opinion rather than the actual laws.
For example I once enjoyed burning sticks and leaves from our yard in a pile like everyone else in my area until one day someone called the cops on me. After that day I had to dig a hole 3 foot deep and wide hole to burn.
Ok so after a couple more burnings a different cop came up and told me to build a 16inch wall of bricks around the hole. So I did that too but I noticed something, no one else in my area burns in a hole. They are all still burning piles like I was before.
A few more burnings and this time our fire chief shows up because of a complaint. This time I'm told that the cops are wrong and I need to get a burning barrel. This time I said screw it and just stopped burning all together. Good thing too because about a year later the barrels were banned for burning.
During this whole time though all the fires I see all the time are just plain ol' piles on the ground.

Just like the speed limit on the interstate...
Most cops won't pull you over until your at least 11 MPH over the speed limit.


Your neighbours sound like a bunch of whinging pricks.
Burning at night would not work. Someone is always watching. Also they don't give out permits for night burning here.

I've known people to get tickets going between Michigan and Illinois for going a single mile over the speed limit while others going 45 over get nothing but a warning. Opinions and favoritism make thing's very difficult to get done.

Yes my neighbors are. No matter where I'm at it seems to workout that they can do whatever and I can't.
I know they do it to other people too until they leave the area. I've actually started treating them like they do others and myself which does cut down on their bullshit.
When I first talked back they seemed dazed and confused so much that they actually stuttered and went back to their homes.

The problem in this case is an uninformed, latent county leadership and arbitrary enforcement of the law on a case by case basis.

A local Police Chief or County Commissioner may be stagnate throughout their department's policies, written a decade ago, where the new Fire Chief or Sheriff fosters in current regulations in conflict with other departments or leadership.

The law is established by the EPA Clean air act, 42 U.S.C. §7401 et seq. (1970)

This law authorizes EPA to establish National Ambient Air Quality Standards (NAAQS) to protect public health and public welfare and to regulate emissions of hazardous air pollutants.

As such Counties are required to prohibit open fires/burning debris, and even prohibit wood burning stoves for home heating under certain conditions.

As for permitted burns, within city limits, screen covered barrel until dusk on approved days only. Rural area, attended controlled burns til dusk approved days only. Controlled is defined as attended with fire fighting equipment (a shovel).
