Presidential pardons often in the last days of an incumbent's presidency are often seen as politically expedient, as opposed to correcting judicial error.

Gerald Ford, for example, pardoned Richard Nixon for official misconduct related to Watergate. Jimmy Carter gave amnesty to draft evaders from the Vietnam era, Bush the first pardoned six Reagan administration officials involved in the Iran-Contra affair and Bill Clinton pardoned convicted FALN terrorists.

George W. Bush has already commuted Libby's prison term - I think he will pardon him totally, erasing his conviction.
