Recently a Prisoner sued his State because it refused to allow or pay for a Sex Change operation his Doctor recommended for him.

The prisoner claimed he was extremely depressed and suicidal because of his condition, and failure of the State to provide the operation was a violation of State Prison Inmate Healthcare laws, discriminatory and cruel and unusual punishment.

He claimed the State provides all other operations that are deemed medically neccessary by a physician, so they can't deny him this operation.

So should states provide Sex Change Operations to Prisoners when a Doctor deems it medically necessary for their Mental Health?
