worst : news related : WHY DO "ATTEMPTED MURDERERS" GET REWARDED FOR BEING A BAD SHOT?

So, if you have a good aim and you cap someone, you just commited murder and you get life. But if you TRIED to end someones life but were such a lousey shot that you capped some poor soul in the knee 3 times when you were aiming for his head, you only get 10 years, the intent to be a murderer was there. Why do they reward people that are bad shots? What SHOULD they get for punishment?
