Voted : Yes, let them keep the money
Since citizenship isn't required for buying a lottery ticket, they should get what they paid for. Then they could afford to live where they want. Or you could deport the lottery winner and their winnings both, and let them spend their money in Mexico.

I think there are rules to buying a lottery ticket. I know you have to be 18 and if you aren't you can lose your winnings. I think citizenship is also a requirement. So if they broke the rules they should lose whatever they won.
