"While in office" is self explanitory. Besides, the pictures came from the Congressional office's gym.

If he has that little common sense, what else is he going to do?
It's weird, I agree. I don't know his political history, outside of his person life, has he done anything while in office to question his common sense?
Voted : No, it's just weird

^so is he considered to be working when at the Congressional office's gym?
Come on Dude, While in office means while serving his constituents.
office's gym not office.

There are rules against using campaign funds and staff, etc, for personal use. We can hope that Nanny Pelosi will get to the root of it all and then share findings with us. I doubt it will come to anything, though; just look at Charlie Rangel.
Let me put it bluntly, a Congressman does not send semi-explicit photos of himself (or anyone else) during the term of his office, that not only is considered bad form, it shows an extreme lack of moral fiber. A guy in his position are expected to behave above the behaviors of the common man. How many pictures of yourself in your underwear have you sent over the net (and BTW, why wasn't I included in the scandalous emails)?
I'm not a prude. These are two consenting adults. If they want to talk dirty and if she asks him to send a photo and he replies then who am I to object?
