CHARLESTON, S.C. Aug 6, 2006 (AP)— The nation's governors are closing ranks in opposition to a proposal in Congress that would let the federal government take control of the National Guard in emergencies without consent of governors.

The measure would remove the currently required consent of governors for the federalization of the Guard, which is shared between the individual states and the federal government.

I believe this to be a horrible idea. I'm not even talking about the current president, I just mean in general. I know this plan is a response to Hurricane Katrina but this would be going down a VERY slippery and treacherous slope indeed, and seems like it may be a way for the Federal government to circumvent specific means of asking states for help from their National Guard reserves, which has always been the way it has been done since the Revolutionary War.

Take for example California, where Governor Schwarzenegger has said "NO" to letting his troops be used for border patrol. What would stop the federal government from just declaring a national emergency and circumventing the Governor's authority to take the troops anyway? I see this as a very bad idea indeed.

It's a terrible idea. We don't need more federal government control, we need less. This is one more lit match thrown on the Constitution by the Bush Administration.

It's sad. Remember when Republicans believed in the concept of states rights?

Have to agree -- the Guard has an established purpose. Allowing the Federal government to poach/ usurp that is not a good idea.

I asked this before on another ballot. There are already a number of laws on the books that allow the federal government to do this in certain situations. No one has been able to give me the specifics of exactly what is being proposed.

I think it's REALLY generic and broad, Fiddle, that's what scares the shit out of me. It's bad enough that the guard has been brought out of their traditional role to serve in a variety of missions overseas, but I and others have dealt with that.

What this does is doesn't seem to provide any real limits on what the Guard can be activated for. That's rather scary.

I did give you specifics. The laws on the books you reference all stipulate that the President CAN federalize the National Guard in an emergency, but those laws have checks and balances in place, such as the requirement that he notify the State Governors and seek their approval. If given, then those National Guard would fall under the President's commnand.

What he is proposing now is that he want to be able to federalize them and put them unders his command with NO approval needed from anyone. See the distinction?

Yes, Jappy, it is VERY scary, as Bush also wants to be able to determine what is and what is not an emergency. So he basically wants the power to delcar _________is an emergency and he wants to be able to take control of the National Guard under his terms. You should be afraid.

Try horrible idea. The Guv'mint has enough trouble managing and deploying the conventional forces it has. I could see them revamping the system to put more Guardsmen overseas, to fill the holes left by recruitment shortages.

patch- at first, you have to have a government willing to accept checks and balances on itself. We don't have one of those right now. At the rate things are going, we won't for a long time.

If the present government gets direct control of the National Guard, membership in the Guard could become a lifetime sentence.

How, ironic, then that Bush used the Guard to avoid service to his country and to get drunk and stoned for several years.
