When used properly, the success rate is very high. I have never understood why the Catholic church doesn't seem to get the reality of the situation. I can understand the teachings regarding marriage etc, but millions are dying.

Indeed. The Church like to promote abstinence which clearly is ineffective. Education and codom promotion means even sordid little f*ckholes like Thailand only have a 1.4% of their population carrying HIV. Compare that to 25% in Kenya. Ouch.
They could point out that condoms are never 100% effective at preventing disease or pregnancy, but they are certainly better than the alternative.
The chances of catching HIV when using a condom properly are so astronomically low that for all intents and purposes you could say thet you would NEVER catch HIV from having sex with a condom. Its around a 500 million to one shot.

A University of Washington study published in the New England Journal of Medicine in June 2006 reports that proper condom use decreases the risk of transmission for human papilloma virus by approximately 70%." -wikipedia Reducing it by 85% is great and I would encourage people to use condoms, but it is also fair to point out that they are not perfect and even using them when you have sex won't make you completely safe.

I think they are trying to use technicalities and semantics to undermine something they area against on othergrounds.
Proper use of condoms *significantly* reduces exposure to HIV. Wearing protective eye gear on my elbows won't help my eyes, but I am not going to go into factroies across teh world and tell them protective eyegear doesn't significantly lower the probability of eye injuries in the workplace.
