It already is a war crime

And that goes for any side. One area this will get tough is when certain civilian araes are targeted due to their military/ strategic support (e.g., electrical facilities, telecommunications locations, etc.).
And herz, before you spring your perceived 'gotcha' ... yes, raining rockets indiscriminately down on a civilian city is unacceptable. Is it a 'War Crime?' Perhaps ... depends on if one quibbles about whether a Nation-State has to be involved in order to qualify. For me, a paramilitary organization is enough of a qualification.
It depends. If those being targeted are stinking Jewballs or loudmouthed Yanks or pompous Limeys then it's not a war crime. If those doing the firing are stinking Jewballs loudmouthed Yanks or pompous Limeys then yes it is a war crime and they should all be given battery acid enemas gang raped and hung. Oh and punished by The Hague for their despicable acts. Is that the kind of joined up honest answer you were looking for Herz?

Being serious though any military act which ends up in the death of innocent civilians is a tragedy, intentional or otherwise. The killing of innocent civilians by so called accident is no more nobler than by intention, the fact remains those killed will remain dead.

Killing civilians on purpose in war is a crime, as is deliberately strapping on explosives and boarding a bus or subway to intentionally murder innocent humans. Jihadi (holy war) terrorism around the world is unabated and continues to claim thousands of innocent lives each year.

So cath, for you hezbollah would be held accountable as a paramilitary organization? So if we're to follow through on that (since they are clearly guilty of exactly this) shouldn't the UN work towards aprehending the leaders of this terrorist organization and put them on trial for their war crimes as they've done for milosevic? Instead they are dealing with them as equals with no mention of punishment for those who ordered the indiscriminate bombing of targets that were no where near a legitimate military target. Isn't this wrong?

So-called 'Collateral damage' is wrong and unacceptable. Intentionally targeting civillians is even worse.
And intentionally targeting civilians and then lying about it is bad, too.
