If their goal is "To spread fear and incite reactions to fear," doesn't that mean that everyone who tries to make people afraid of 'the terrorist threat' is actually helping them?
The primary goal of terrorism is to win the war against an enemy, usually a much more powerful enemy whom you cannot defeat with conventional means.
I think the goal of terrorism is to spread fundamental Islam all over the world.The term Islamo-fascist is 100% accurate because the terrorist are will only tolerate their brand of Islam and nothing else.
IMO, as Bruce Scneier wrote: "The surest defense against terrorism is to refuse to be terrorized. Our job is to recognize that terrorism is just one of the risks we face, and not a particularly common one at that. And our job is to fight those politicians who use fear as an excuse to take away our liberties and promote 'security theater' that wastes money and doesn't make us any safer."
margaret123 & Corrupt -- Ask yourselves -- why use the terrorism tactic? It is to 'spread terror,' is it not? Doesn't any action WE take that helps their effectiveness in 'spreading terror' ultimately help them?
It isn't just to kill, injure, or take hostages. It is about spreading fear and insecurity and to attempt to intimidate the country (or government) they are directing their acts against. Terrorist attacks are done is such a way as to maximize the severity and length of any psychological impact. Deliberate and intentional targeting of civilians is a given.

When it comes to fanatical faith, bombs don't kill people, beliefs kill people.
Mr. Cathexis: To say that the purpose of terrorism is to spread terror is only a limited purpose. Then ultimate aim of terrorism is to inflict so much suffering on the conventionally superior enemy that they retire from the field. Moreover, to myopically hold that an action which temporarily aids the terrorists is simply to ignore the long term goal. We need to inflict so much pain on terrorists and their infrastructures that they retire field. In the end, we need policies that address the underlying issues that breed terrorists. In the short term, we need to put the terrorists out of business.
margaret123: Agreed -- to inflict enough suffering. I suggest that a primary motivation is via the spread of fear and uncertainty. Let's face it -- the worst terrorist attacks do not inflict enough *actual* injury to force any withdrawals. But I suggest that when our elected officials try to pump up the Fear Factor and enough people respond, ready to wet themselves in fear at every turn -- that we end up doing exactly what the 'terrorist' want.
As to 'inflicting so much pain on terrorists and their infrastructures that they retire field' -- yes, that is one step. But until we get it through our heads that these are not conventional military foes, we'll continue to spin our wheels. When you say 'in the end, we need policies that address the underlying issues that breed terrorists' -- now THAT is the key, not 'the end.' I suggets our primary approach must be, at a minimum, to stop doing things that incite sympathies and swell thei rranks with recruits. Stop alienating the moderates, etc. And, for God's sake, stop squealing like frightened little girls at every shadow and stop having our elected officials actively spreading fear.
My major point: By trying to play Terrorism as a political tool, we are, in effect, helping them in their goals.

I see your arguement Cathexis but I also see the flipside: "Why doesn't the government do more to educate us, protect us, blah blah blah".
CI: Point taken. That criticism does inevitably come up. Though I can't help but look at Europe, which has been dealing with this problem for decades. They deal with it as a policing situation (vs military) and address it calmly without publicizing how the Sky may be Falling.
