If you don't know how to quantify or measure something (or doing so would be difficult), is it OK to ignore it?

Yes: If you can't easily express it in numbers, it doesn't matter
No: Even if it can't be easily quantified, it doesn't necessarily mean it can be ignored
No, but you shouldn't lump it in with things that are easily quantified

always bothered me on evaluations how everything had to be reduced to something that could be counted. And if it wasn't something you could measure - it just didn't count (so to speak). Like whether you returned customer calls in a timeley manner, or paid attention to details, or worked well with your co-workers - any number of things that didn't lend themselves to bean-counting. Fortunately i now have a boss who sees a bigger picture.
