Voted : I am male, I think men are the worst offenders.
Of the two cases of female sexual harrassment that I've known of, both involved lesbians.
I don't know but I bet women could get away with it more so than a man.
I think woman can afford to be more blatant about it these days than men, as they're far less likely to be brought up on charges. Couldn't say who is worse, I'd guess men but I don't have any statistics in front of me.
I think that it depends upon the situation; either male or female, the worst sexual harrasser is the one with more money and more power. (either male or female), although, females, do, from what I've read of cases, tend to get lighter sentences.

Some women may be guilty of sexual harrassment, but the large percentage of these offenders are men. I do think there may be too many lawsuits claiming sexual harrassment, but overall I'd say legal liability has resulted in less violations over time.
I'd say equal, but you didn't put that choice in the ballot and didn't leave it open for other to put that choice.
