You should have been a little more specific in your description of toughest. That can be taken a lot of different ways.

Try living in Siberia, it can get a little nippy.
USA also must have tough people, when 250,000,000 people have inadequate or no health insurance
Hard to say because you can really only know when they're placed in extreme circumstances.
The russians, british and germans proved their toughness during wwII. But then afterward they haven't done anything remarkably tough, did they get soft or have they simply not had the oppurtunity to overcome that level of adversity since?
America went through hell during the civil war and rebuilt afterwards, the suffering here was unimaginable by todays standards. Could we do it again? I don't know, probably, but for that to happen we'd have to have another situation of similiar devastation, and no one wants that.
I think any group of people can display this tenacity if they are placed in a situation that demands it.
Probably any country where they spend their day just trying to survive. Forget about any western country, we have it easy compared to many places in the world.
