WHAT HAS BEEN THE WORLD'S MOST LAWLESS REGION OUTSIDE OF FULL-SCALE WAR?

What state (i.e. not countries) or province is historically the most homicide-prone? Some places have much lower murder rates than they once did (i.e. Antioquia) but how do they compare in their worst years?

I've included Bogota because like some capital cities it's a region itself (e.g. Washington D.C. which I believe is called 'District of Columbia' when classed as a state - ironic name for one of America's murder capitals).

In the case of Brazil's Rio and Sao Paulo I am of course not referring to the cities or metropolitan areas, but the states in which those cities reside.

Western Cape, South Africa
Eastern Cape, South Africa
KwaZulu-Natal, South Africa
Gauteng, South Africa
Cortes, Honduras
Rio de Janeiro, Brazil
Bogota, Colombia
Sao Paulo, Brazil
Antioquia, Colombia
Pernambuco, Brazil
Valle del Cauca, Colombia
Darfur, Sudan
I don't know
Sierra Leone

Voted : Bogota, Colombia
Bogota Colombia during the 1970's and 80's was pratically a state within a state run by FARC.Colombia has come a long way since then.

^The murder rates in both Bogota and Antioquia have dropped like a stone which is good for Colombians. BTW, if anyone's confused what to vote for here's some of the dangerous areas in most of the regions:

Western Cape (Cape Town)
Eastern Cape (Port Elizabeth, East London, rural areas)
KwaZulu-Natal (Durban, rural areas)
Gauteng (Johannesburg, Pretoria)
Cortes (San Pedro Sula)
Antioquia (Medellin, rural areas)
Pernambuco (Recife)

Valle del Cauca (Cali, Buenaventura, rural areas, Tulua, Buga)

I'd have to say Waziristan. Completely lawless.

^Waziristan's a good call but I'd class Darfur as a war zone.
