It's been my observation, that non-white people are usually slower that whites. I don't know why, but they never seem to be in a hurry.

Is it because most of them come from a tropical climate which through evolution they have learned to pace themselves to avoid dehydration?

I've never really taken the time to notice the difference, but my guess would be that it depends more on the culture than the skin color.
