Whenever Israel faces a public relations debacle its apologists sound the alarm that a 'new anti-Semitism' is upon us.

So, predictably, just after Israel faced another image problem due to its murderous destruction of Lebanon, a British all-party parliamentary group led by Denis MacShane MP (Labor) released yet another report alleging a resurgence of anti-Semitism (Report of the All-Party Parliamentary Inquiry Into Anti-Semitism, September 2006).

The report defines an anti-Semitic incident as any occasion 'perceived' to be anti-Semitic by the 'Jewish community.'

The report includes under the rubric of anti-Semitic incidents not just violent acts and incendiary speech but 'conversations, discussions, or pronouncements made in public or private, which cross the line of acceptability,' as well as 'the mood and tone when Jews are discussed.' In the category of inherently anti-Semitic pronouncements the report includes 'drawing comparisons of contemporary Israeli policy to that of the Nazis' obviously only comparisons of contemporary Arab policy to that of the Nazis are permissible and 'theories about Jewish or Zionist influence on American foreign policy' even if Jewish and Zionist organizations boast about this influence.

It is also anti-Semitic for student unions to advocate a boycott of Israeli goods because this 'would restrict the availability of kosher food on campus.'

COMMENTS:
For the most part yes, although I am not in favor of limiting free speech. Here are a couple of widely used definitions that I agree with.

Professor Dietz Bering of the University of Cologne definition of anti-Semitic beliefs: To anti-Semites, "Jews are not only partially but totally bad by nature, that is, their bad traits are incorrigible. Because of this bad nature:
1. Jews have to be seen not as individuals but as a collective.
2. Jews remain essentially alien in the surrounding societies.
3. Jews bring disaster on their 'host societies' or on the whole world, they are doing it secretly, therefore the anti-Semites feel obliged to unmask the conspiratorial, bad Jewish character."

In 2005, European Monitoring Centre on Racism and Xenophobia (EUMC), a body of the European Union, developed a more detailed working definition: "Antisemitism is a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of antisemitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities. In addition, such manifestations could also target the state of Israel, conceived as a Jewish collectivity. Antisemitism frequently charges Jews with conspiring to harm humanity, and it is often used to blame Jews for 'why things go wrong'."

The EUMC also lists "contemporary examples of anti-Semitism in public life, the media, schools, the workplace, and in the religious sphere." These included: Making mendacious, dehumanizing, demonizing, or stereotypical allegations about Jews; accusing Jews as a people of being responsible for real or imagined wrongdoing committed by a single Jewish person or group; denying the Holocaust; and accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations.

New anti-semitism
In 2005, the European Monitoring Centre on Racism and Xenophobia (EUMC), part of the Council of Europe, tried to define more clearly the relationship between anti-Zionism and anti-Semitism as part of a general effort to track anti-Semitism. The EUMC developed a working definition of anti-Semitism that defined ways in which attacking Israel or Zionism could be anti-Semitic, while stating that criticism of Israel similar to that leveled against any other country could not be regarded as anti-Semitic. According to the EUMC, examples of the ways in which anti-Semitism manifests itself include:
* Denying the Jewish people the right to self-determination, e.g. by claiming that the existence of a state of Israel is a racist endeavor;
* Applying double standards by requiring of Israel a behavior not expected or demanded of any other democratic nation;
* Using the symbols and images associated with classic anti-Semitism (e.g. claims of Jews killing Jesus or blood libel) to characterize Israel or Israelis;
* Drawing comparisons of contemporary Israeli policy to that of the Nazis;
* Holding Jews collectively responsible for actions of the State of Israel.

It sounds like Mr. MacShane is generally using the EU definition.

From this definition, it sounds like anything that isn't enthusiastically, and blindly, pro-Israel is anti-Semitic.
