No. What the quote above refers to is the threats made my Al Qaida and other terrorist organizations about nations that helped the U.S in Iraq. "France's leader have repeatedly warned that the decision not to join the U.S.-led war in Iraq would not shield the country from Islamic terrorism." ^ Translation : just because a nation did not help us / work with us in Iraq, did not mean they would be spared from being targeted by terrorists.
