You don't remove them. You invite them over for Tea and Crumpets. You civilize them ;)
Let's see, Bush launched an invasion of a country that had no terrorists, and that country now has more terrorists per square mile than anywhere else on earth. But these days, no one is going to suggest that rightwingers measure success by actual success, so I guess more invasions must be just the ticket!
Didn't you know that all the top terrorists just love Tea parties? They love finger sandwiches, cakes and pies, a wide variety of teas and puff pasteries. If we would just offer them more incentive to give up arms, such as with our hosting more Tea parties, they'd be sure to cooperate.
Voted : There is a way and I'll list it below.
If we sealed our borders, we could then at least stop more terrorists from just walking right in like the illegal immigrants do.

"Let's see, Bush launched an invasion of a country that had no terrorists, and that country now has more terrorists per square mile than anywhere else on earth." Yes, dumb ass. A country that supported suicide bomber's families by the family money after the person killed themselves. A country that started wars with Iran and Kuwait. A country that committed genocide on its own citizens. If they are in another country, targeted killings. If they are in the US, close the borders and find the terrorist and throw them in jail forever.
Best way to remove terrorists from the USA - overthrow the government.

Speaking of Iran was Daddy Bush tried running proxy wars. Whereby weapons were being sold to an enemy state, Iran, and the profits from those sales were going to illegally fund an army of terrorists

Fiddle: wouldn't targeted killings of another countries citizens against her wishes be construed as an act of war? And wouldn't it also be very difficult to do on a large scale?
Congratulations Cranky, you finally get it. It's a hell of a lot easier to fight them in one place than to have to chase them all over the globe. The Islamo-Nazis know that if they lose Iraq, all is lost in the middle-east foe them. Two democracies in that region would be hard for them to swallow. And if the Domino Theory takes root in the middle-east, the Nazis in dirty night shirts won't be able to operate death camps, humiliate women or kill dogs anymore. But maybe that's what turns you on, Cranky.

Speaking in the hypothetical, the only answer I can come up with under the circumstances presented (no diplomacy, no invasion) would be to completely annihilate the entire country.

I've addressed this so many times I feel I should have printed cards so I can just hand them out when the topic arises again. But, here goes ... The same way we deal with any manner of foreign intrigues: intelligence, police actions (on friendly soil), and, if appropriate, covert operations. In addition, we have basic, common- sense protections and safeguards in place at home and (where appropriate) abroad. Finally, we stop talking them up as if they are some omnipotent bogeymen and giving them capabilities far beyond those they actually have.
We have identified the two extremes: Bombs/invasions and inviting for tea & crumpets -- obviously both of those approaches are asinine. It's way past time we acted rationally and explored areas other than the two extremes.
Cath; in your response only one tactic dealt with removing an entrenched foreign enemy: covert ops. Now, this is essentially launching an invasion of a soveriegn nation but without telling them, we are putting our troops on their soil without their permission. So I ask you, do you think we'd be able to kill 5000 terrorists with covert ops? What do we do when they are captured? What do we do when they are discovered and this nation is not so pleased with our covert invasion? How do we respond to the world opinion? How do we succeed in this tactic, in a foreign country hostile to our intentions, having to act in secret with small groups, more than a handful of times?
